In 1984, two thirds of voters authorized the establishment of a lottery at that year's general election. Until the 1980s, regulated gambling in Oregon was limited to parimutuel betting on live racing, primarily at the Portland Meadows racetrack, which opened in 1946 and closed in 2019.
